The pump is rarely the first thing that fails.
That is the most useful thing to know before you spend money. In Cleveland basements, the order of failure is usually power, then the discharge line, then the float, then the pit, and only then the pump itself. Most homeowners diagnose in exactly the reverse order and replace a working pump.
Work the sequence and you will usually find the real problem in ten minutes.
Start Here: Confirm It Actually Runs
Pour five gallons of water slowly into the pit and watch.
The float should rise, the pump should start within a few seconds, water should leave the discharge with real force, and the pump should shut off cleanly when the float drops. Then step outside and confirm water is actually exiting where the pipe terminates.
If all five happen, your system works. If any one fails, the section below tells you which failure you have.
Do this in early spring and again in late fall. Cleveland gives you two distinct seasons of risk, and they break sump systems in different ways.
Failure 1: Power, Not the Pump
The most common reason a sump pump does not run is that it is not getting electricity.
Check the GFCI outlet first. Sump pumps are frequently on GFCI circuits, and a tripped outlet looks identical to a dead pump. Then check the breaker. Then check that the plug is actually seated, because vibration walks plugs out of loose receptacles over years.
Then consider the version of this failure that matters most here. The storms that make your sump pump necessary are the same storms that knock out power in Northeast Ohio. A pump on house current alone is useless in exactly the conditions it exists for.
That is not a repair issue. It is a design gap, and it is covered further down.
Failure 2: The Discharge Line
This is the Cleveland-specific one, and it causes more February emergencies than any pump defect.
A discharge line that freezes, or that terminates in a spot where ice can dam it, gives you a pump running hard against a closed pipe. The motor overheats. The pit overflows. The pump often survives and gets replaced anyway because nobody looked at the pipe.
Look for four things.
- Freeze points. Long horizontal runs, low spots that hold water, and terminations buried in snow are all failure waiting for a cold snap.
- Termination distance. Water dumped a few feet from the foundation drains straight back to the drain tile the pump is trying to empty. You are recirculating.
- Crushed or clogged pipe. Vehicle traffic, settling, and mineral buildup all restrict flow. A pump that runs but moves little water often has a discharge problem, not a motor problem.
- A missing or failed check valve. More on that next, because it deserves its own entry.
Failure 3: The Check Valve, and Why Short Cycling Matters
If the pump starts and stops every few seconds, you almost certainly have a failed check valve.
Without a working check valve, the column of water sitting in the discharge pipe drains back into the pit the moment the pump shuts off. The float rises again. The pump runs again, moving the same water it just moved.
The part costs about twenty dollars. Left alone, that cycling can burn out a motor in a couple of years that would otherwise have lasted ten.
If a technician quotes you a new pump for short cycling without checking the check valve first, get a second opinion.
Failure 4: The Float or Switch
A float that hangs up against the pit wall, a tether that wrapped on the discharge pipe, or a switch that has simply worn out will all present as a pump that does not start, or one that will not stop.
Pit geometry matters here. A lot of Cleveland sump systems are retrofits cut into basement floors decades after the house was built, and undersized crocks crowd the float against the wall. If the float keeps hanging, the fix may be a larger pit rather than another float.
Failure 5: The Pit Itself
Open the lid and look at what is in there.
Gravel, silt, and construction debris grind impellers and jam floats. Orange or reddish sludge is iron bacteria, which builds ochre deposits that clog intake screens repeatedly and shortens pump life meaningfully.
Standing water with visible oil sheen usually means a failing seal. That is a pump problem, and it is terminal.
Now the Pump: When Replacement Is the Right Call
Only after the five above are ruled out.
Age past seven to ten years. That is the working life of a standard submersible in normal duty. Pedestal models and pumps that cycle constantly land closer to five to seven. Past ten years, repair money is generally poorly spent.
Grinding, rattling, or a rising pitch. Bearing and impeller wear does not reverse.
Rust or scale you cannot scrub off. Corroded housings fail without warning, which is the worst way for a sump pump to fail.
Two service calls in one season. The machine is the problem, not the part.
It ran through a storm and the basement still flooded. That is capacity or sizing. No repair addresses it.
Visible oil in the pit. Seal failure. Replace it.
Expect roughly $400 to $800 installed for a straightforward swap in an existing pit, which typically breaks out to $150 to $400 for the pump and $200 to $450 in labor. Cutting a new pit or running new discharge through a foundation wall is a much larger job.
The Cleveland Reality: Nobody Is Reimbursing You
This part is worth knowing before you assume someone else owns the problem.
Some Ohio cities run programs that pay for residential sump pumps or reimburse backup damage. Cuyahoga County is not one of them. The Northeast Ohio Regional Sewer District states plainly in its program FAQ that in the majority of cases, addressing basement flooding is the responsibility of the property owner and is caused by local or property-specific issues.

Inside the city, Cleveland Water Pollution Control describes its jurisdiction as beginning at the end of the property line and running to the main sewer. That means you own the run from your house to the property line, and the city handles the rest. Suburban rules vary, so confirm with your own municipality rather than assuming.
The practical conclusion is simple. Your basement is protected by equipment you buy and maintain. Budget accordingly.
Groundwater Versus Sewer Backup: Two Different Problems
This distinction gets missed constantly, and it sends people to the wrong fix.
A sump pump handles groundwater. Water collects in the drain tile around your foundation, flows to the pit, and gets pumped away. If your problem is a rising water table after heavy rain, the sump system is the answer.
A backwater valve handles sewer surcharge. Greater Cleveland runs combined sewers in many areas, meaning heavy rain and snowmelt can fill the system past capacity and push water back toward your floor drain. A sump pump does nothing about that.
Tell them apart by where the water appears and what it looks like. Clean water rising near the pit or along the foundation wall is groundwater. Water coming up through a floor drain or a basement toilet, especially with sewage present, is a backup and a completely different repair.
If it is the second one, a camera line inspection of the lateral is where to start, not a new pump.
Backup Power Is the Real Upgrade
Given that no program is coming to help and the outage risk here is genuine, this is where the money belongs.
Battery backup is the standard answer. The secondary pump runs on a deep cycle battery when house power fails. The battery is a consumable, generally needing attention every five to seven years, and a dead battery is invisible until the night you need it. Put it on the same spring and fall test schedule as the primary.
Water-powered backup runs on municipal water pressure and needs no electricity at all. It works only on city water, not a well, and it consumes water while running. For most Cuyahoga County addresses on city service it is worth pricing, particularly if you travel or the basement is finished.
A second primary pump on a separate circuit is worth considering in high-water-table homes where the pit runs year round.
If you already have a backup, test it by unplugging the primary and confirming the secondary takes over. An untested backup is a hope, not a system.
What Your Insurance Probably Does Not Cover
Standard homeowners policies commonly exclude damage from sump pump failure and sewer backup. Coverage usually requires an endorsement, often written as water backup and sump discharge or overflow.
Pull your declarations page and look for it by name. If it is not listed, ask your agent what it costs. It is the cheapest protection most Cleveland homeowners with basements are not carrying.

How Often Should I Test It?
Twice a year minimum, spring and fall, and again before any forecast heavy rain. Pour water into the pit rather than lifting the float by hand, so you test the whole system.
Should I Worry That My Pump Runs Constantly?
It depends on your water table. Some homes near the lake or in low-lying areas genuinely cycle year round, and that is normal. What is not normal is starting and stopping within seconds, which points to the check valve.
Can I Prevent the Discharge Line From Freezing?
Partly. Correct slope, no low spots, a termination clear of snow drifts, and in some cases a freeze-relief fitting near the foundation. This is worth having looked at in October rather than discovered in January.
Is a Battery Backup Worth It on a Pump That Rarely Runs?
Often yes, precisely because rare use means you will not notice the primary has failed. The backup is insurance against the one storm that matters, not against daily duty.

Run the sequence. Power, discharge, check valve, float, pit, then pump. Four of those six are inexpensive, and they resolve most sump pump calls.
